adversely on the condition of the existing Government
Pavilion on Mount Kellot at the Peak that I have decided
to have them pulled down and reconstructed. The existing
buildings are two in number and are for the use of Heads
and Assistant Heads of Departments who draw lots for
occupying them for a fortnight at a time for health
purposes, the occupants paying a small rental which goes
towards the upkeep of the furniture. It will ultimately
be necessary to rebuild both the Pavilions but in next
year's Estimates provision is made for rebuilding one
only.

(f). Typhoon Refuge. The estimated ex-
-penditure upon this work during 1910 is $300,000. The sum
of $90,000 represents the proportion of the total ax-
-penditure that will be covored by increased Light Dues.
The remaining sum of $210,000 I propose
to defray as remards 150,000 by the sale of the dredger
"St. Enoch", purchased for the work, and as regards $60,000
out of the Reserves of the Colony, as suggested in r
Despatch No.54 of the 7th. of March,1908, to which Your
Lordship has raised no objection.
The reserve
now stands at $1,422,278 (as stated in paragraph 4 above).
